The State Government is taking all necessary steps to prevent and curb atrocities on members of Scheduled Castes by enforcing the provisions of the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act, 1989, in right earnest. The police authorities have been directed to promptly register cases under the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act, 1989 and take strict action against the accused so that it works as a deterrent for others. Investigation in such cases is done by a Gazetted officer not below the rank of DSP.
The incidents of atrocities on Scheduled Castes are sporadic and no pattern is seen. There are no particular pockets where such incidents have occurred time and again. Therefore, no atrocity prone area has been identified in the state of Haryana. However, cells in each district have already been established to deal with sporadic cases under the Act. The provisions of the Act are being widely publicized in order to make members of the Scheduled Castes aware of the remedies available under the Act, so that they can take recourse to these provisions in case of any violations. The material received from National Commission for Scheduled Castes has been displayed through hoardings at important places like the offices of the Deputy Commissioners, Sub Divisional Magistrates, Tehsildars, BDPOs, Superintendent of Polices, DSPs, Police Stations and District Welfare Officers. The District Welfare Officers have been directed to be in touch with community and report any case of atrocity to the concerned authority. The Police Officers, particularly those concerned with investigation, are being sensitized regarding effective implementation of PoA Act to enhance proper understanding of the provisions of the Act, and develop sympathetic attitude. Courses are being organized at Haryana Police Academy from time to time to train Police Officers as to how the FIRs under Act should be drafted so that cases do not fail in the court on account of some technical defects. Special Public Prosecutors have also been directed to check the challans of the cases under Prevention of Atrocities Act carefully and ensure that all necessary ingredients are mentioned in the challans put in the courts.
